What is CUPCCAA and how can Contractors participate:
CUPCCAA (California Uniform Public Construction Cost Accounting Act – Public Contract Code Section 22000) is a provision of the State’s Public Contract Code that allows districts to award Informal Bids for work up to $175,000 as follows:
- A list of qualified contractors, identified by categories of work (type of Contractor License) is created by the district.
- Notice is then given of projects to be informally bid to the contractors listed for the categories of work.
- Contracts are awarded to the lowest responsible and responsive bidder from the list.
In the next few months, the district will be advertising in the local Trade Journals to solicit participation in PUSD’s 2013 CUPCAA program.

Facilities Master Plan (FMP) Update & Budget Realignment:
The FMP Update was approved by the Board on July 31, 2012. The FMP Update reflects a budget reduction of nearly 20% mainly as a result of State funding shortfalls. The budgets for each site project have been adjusted based on the new FMP Update budget.

Measure TT Series “B” Bonds Sold:
In 2009 the District sold the first series of Bonds (Series “A”) for 125 Million dollars. On May 10, 2012, the next series of Measure TT Bonds (Series “B”) sold for 125 Million dollars. A total of $250 Million dollars has been sold to date. The final $100 Million dollars, series “C”, is anticipated to be sold in 2014, finalizing the sales of the Measure TT Bond Program.

On March 27, 2012. the Board appointed five (5) new Members to the COC (Citizens Oversight Committee) and two (2) alternates. The COC membership is currently at capacity with fifteen (15) members.
